In the spirit of cooperation between Republicans and Democrats, this could be a plausible and serviceable gun control bill.
Mission: To catch and prosecute and punish (with Zero Tolerance) all who FACILITATE BY ILLEGAL ACTS the acquisition of and illegal use of (formerly) legal guns used for HOMICIDE (specifically) in MURDER CAPITAL CHICAGO.
One billion dollar appropriation must be set aside for the creation of New, Experimental and Targeted 5-year Federal Bureaucracy to be called Untouchables Part II.
Ninety years ago, in 1929, the Untouchables were created to destroy Al Capone’s mob in Chicago. (Then mobsters only murdered other mobsters, unlike today. The precipitating act for the creation of the Untouchables I was the St. Valentine’s Day Massacre – wherein seven rival gangsters were murdered by the Al Capone mob.)
As in 1929, it will be necessary also to create special Federal criminal courts and special Federal prosecutors for expeditious (6-month maximum) prosecution times.
The following should be the variation of potential penalties for those who have facilitated turning a legal gun into an illegal homicide weapon:
A minimum penalty for Grandma whose weapon was used (borrowed and/or stolen) by relative or family associate: If Grandma reports the gun is missing within a 7-day period, she only goes on probation for five years.
Second minimum penalty: If Grandma fails to disclose to authorities within that 7-day period, she must be sentenced to a minimum of one year in jail.
[As Bernard Goetz was sentenced to one year in jail for legally using what was described erroneously as an illegal weapon to defend himself in December 1984.]
Maximum Penalty Part I: Life in prison without parole.
Idealized Maximum Penalty Part II: Either of two expeditious Federal executions: in practical terms, a regular Tim McVeigh execution; and in emphatic terms, a Ruby-Ridge-Style Federal execution for resisting arrest.
